Understand Your Bill - Explanation of Charges

Salt Creek Sanitary District bills and collects “user charges” for the treatment of wastewater for Villa Park Residential, Commercial and Industrial properties on a quarterly billing cycle. Meter reads are received from the Village of Villa Park for water usage then Salt Creek Sanitary District bills for the treatment of water leaving the premise which must be treated before entering into the waterways.


The District meets strict standards mandated by The Illinois Environmental Protection Agency (IEPA) and to provide service to the area, Salt Creek Sanitary District has borrowed money from the State of Illinois Revolving Loan Program for improvements to the wastewater treatment plant located at 201 S Route 83, Villa Park. The dedicated source of revenue referred to pay this debt is requirement of the IEPA to assure repayment of the loans at the lowest interest rate for a period of 20 years. 


Salt Creek Sanitary District User Charges effective May 1, 2023 is $7.00 per 1,000 gallons broken down as follows:


 $5.94 Operation and Maintenance
$1.06 Debt Service Phase 3 – (Loan Repayment)

 


A $10.00 Flat fee regardless of metered usage is charged consisting of $2.00 processing fee, which covers all the cost of producing bills and a $8.00 Capital Improvement Fee for future Improvements to the facility.


Example of a customer’s bill calculated at 18,000 gals. per quarter would as billed as follows:


 18 x $5.94 = $106.92

 18 x $1.06 =    $19.08

 Fixed fee +     $10.00

                       $136.00 Per Quarter or $45.33 per month
